User is using Outlook 2007, on an Exchange 2003 Server
I have done the following:
1. Open Outlook, remove cached mode
2. Delete OST file
3. Open Outlook, enable cached mode
The new OST is still non-unicode.
Is there a server setting that must be set to allow unicode mode?

I know this refers to 5.5 and Exchange 2003 but some of the principles to enforce unicode may be relevant in your scenario too.
