Missing Default Global Address List in Exchange 2007

I've been following this Microsoft White Paper:

to create a segregated Global Address List, Address List, and Offline Address Book for several non-profit organizations we host exchange for however it appears that my Default Global Address List has disappeared. Attached is a screen cap of the error I receive while trying to add required permissions. The second screen cap shows the ADSI output in my All  Global Address Lists container with a "phantom" Default GAL. The name shows but it does not show as an address book container. Using ADSI from a 2008 DC if I attempt to get properties there are no attributes to the list but security options show. If I  try using a 2003 DC I cannot get any properties but instead get the error "An invalid directory pathname was passed".

Current severe issues are that profile creation is failing because the user cannot be found in the address list and where there is apparently cached GAL information in the Outlook 2007 client other organizations can be found but email addresses of the org in question cannot be seen.

I've seen a post that indicates re-running setup /adprep from the Exchange 2007 DVD would recreate the default GAL but I've not seen any definitive confirmation of this nor any other way to manually create the default global address list.

Any help is greatly appreciated.

I ran the command and got a failure at first with error code 3221684226 and a missing file that was not named. I then ran it from another server and this time it failed reporting that the Default GAL already existed. Of course it still did not show properly. I then rename the item that shows in my screen shot to "Old Default Global Address List" and the setup.com /preparead completed and now I have a Default GAL again.

Now, what screwed things up to begin with? Can I safely start down this path again? During creation of the new Default GAL were all the original correct permissions created?

During creation of the new Default GAL were all the original correct permissions created?...YES and this is why it is visible now.
Now, what screwed things up to begin with?...You modified the permissions on the default GAL as this is why it got messed up
Can I safely start down this path again?....You could try and check what happens....at each step make sure that the GAL is visible
 
Since the default GAL has been created and this was the scope of this question. Please close out this question and post another one
