Mails queued when a Hub Transport fails

Hi

We are in an Exchange 2003/2007 co-existence environment. We have sites in UK, France and Germany.

France and Germany have both 2003 and 2007 servers, UK only has 2003.

There is a connector between France (2003) and the French HT (2007),  France (2003) and the UK (2003), UK 2003 and Germany 2007.

However, I notice that if I take the France HT down, then mails from France 2003 and Germany 2007 do not get delivered, they queue on the France 2003 Bridgehead server. They -should- route via the UK, which is a 2003 routing group.

Is there an explanation as to why this is? I guess the solution is to add a France 2003 to Germany 2007 connector, but I wanted to know why the  mails queued in France and  thelonger route, via UK, wasn't used?
