It sounds like you've done everything. I've got a couple scanners and devices that email logs and set them up the same way. I'm assuming that since you say that some emails are spam that you set up relaying for each device correctly. Are we just talking about 1 Exchange server? If you change the Blocking method to Archive, do you positively see these messages being archived, or is it possible they are released to the client but client-side/Outlook rules are deleting the message?

There shouldn't be a need to add an Exception to the Block List as when the server's address is entered for the Global Accept list, it doesn't look at the Exception list or the Block List. I suppose there's no harm, but to keep things clean, I would just go with the Global Accept List.
Did you enable Connection Filtering for this SMTP server? Servers|Protocols|SMTP|Def
Do you have anything listed in Perimeter IP List and Internal IP Range on the Message Delivery Properties General tab? You can add your internal servers here, but presumably that is the same as adding them in the Global Accept list.
You might have to restart the SMTP after making the changes.
If all else fails, you could set up an authenticated session which bypasses the filters.
