Proper way to setup a general information email account

My company wants to create a "luncheon@ourdomain.com"  mailbox for handling our annual luncheon correspondence.

What is the proper way to do this. Should I just create a user with a mailbox?  I don't want to create the user if i can just create a mailbox.  The staff are going to correspond with the emails via OWA.

That depends on which version of Exchange server you are using, but generally you would create a user with mailbox and disable the user account.  Then you can provide permissions to the persons which need access to the mailbox.

You cannot have a mailbox without a user account.
You have two choices.
1. A mailbox with the relevant permissions.
2. A public folder with the relevant permissions.

If replies are not required from that address, then a public folder is the easier to implement.
