Exchange 2003 -- messages forward from Public Folder stuck in Categorizer

I have a rule on our Exchange server to forward a copy of any inbound messages sent to a Public Folder to an outside email address.  The message arrives fine into the Public Folder but never arrives at the outside mailbox.  I have set Categorizer tracking to maximum, but I see no record of the message in Event Viewer.

When I use Message Tracking Centre I can see that the message seems to hang at "Message Submitted to Categorizer".  Any suggestions??

What about sending an email directly to that ouside address --> What happens if you do that ? Is it getting delivered ? TRack it and see the results and we can then troubleshoot further.

Sorry...forgot to mention that part.  Yes, I have already tried the following.

1. Sent a message from my Outlook client directly to the outside address.  It is delivered fine.
2. Created a new rule (on the same folder) forwarding email to a different outside email address.  The forwarded message still gets stuck in the categorizer...and I did test manually sending to this 2nd address directly from Outlook, which also worked fine.

The problem seems to relate to forwarding from the PF to any outside email address.

If you create a rule to forward to internal user does it work fine?
Does the auto forwarding enabled for exchange org?

I can't believe I missed that!!  Thanks for mentioning that point.  I checked the default properties on my server and discovered that Automatic forwarding had been disabled.  As soon as I turned it back on the messages were forwarded successfully.  Thank you so much for pointing me in the right direction!!
