How to centrally manage outlook Junk E-mail Filter settings?

Is there a way to centrally manage all the users outlook Junk E-mail Filter settings in an environment? (without buying a 3rd party tool)

Customer has 3rd party outside spam filter email service. Users are getting appropriate mail flagged by outlook as spam and it is getting routed into the Junk E-mail folder.

Customer is looking for way to globally change/add/modify users outlook settings to prevent these routes from taking place.

Be aware that group policy is all or nothing.
If you start centrally managing it then users cannot modify any of the settings themselves - that includes safe senders etc. Anything that they have for those at the moment will be wiped out. The only thing that I tend to do using group policy is disable it completely, otherwise it will just become an admin headache.
