The Exchange server address list service failed to respond. (exchange 2007 SP1 rollout 9)

I am getting this error when I tried to create a new mailbox on an exchange server 2007 sp1. It is in coexistence with a exchange 2003 server. I also get a similar error when I tried to move mailboxes from 2003 to 2007
my current exchange 2007 is running on windows 2008 sp1 64bit
the bellow error is when moving a mailbox

Reboot the server this might fix the issue

If the above step doesn't resolve the problem
Run EXBPA
Look for permission  ihertiance issue

I had to modify the registry to update the address service  as per EXBPA and it worked
