Exchange 2003 - Messages Stuck in Local Delivery after mailstore repair

We had a failure on our server that required us to run the Recovery Console to get Windows 2003 Server to boot properly.  We then had to run a repair on the datastores to be able to mount them again.  We followed the MS instructions for the eseutil (/mh, /p, /d /t:x) and isinteg (-fix -test alltests) and everything mounted just fine.

However, there are about 80 messages stuck in the Local Delivery queue and we cannot seem to get them to move out.  I have read almost every MS KB article and no luck so far.  I have also searched through the EE posts and nothing yet has worked for us.

Any help is greatly appreciated (sooner the better) and if any additional information is required just let me know.  Thanks!!

Try to reinstall the Service packs.

Already did.  We ended up reinstalling both Exchange (came with SP1 integrated) and then ran the SP2.  New mail being sent is coming through for all but 2 users, who we are exporting their accounts to PST and then deleting and recreating their accounts and then importing back in using ExMerge.  Otherwise all new mail is coming in fine.  It is just 80 messages from right after the server came backup with the datastores until sometime this morning (probably after we did the reinstalls).

Best option is mount production store with blank database and take old databse in RSG to merge it into production.
I will elimininate corruption which is causing this issue as well as save down time.
