Exchange 2003 Suddenly Deleting Messages

I have an exchange 2003 server that suddenly keeps deleting messages.  The postmaster sends the user a message like this:

The message or an attachment did not reach the intended recipient(s).

   
      From: user@user.com
        To: user@domain.com
      Date: Thu, 10 Sep 2009 12:58:16 -0600

    Reason: content policy violation
    Action: deny

When I look at the esm it gives me the following:
 message submitted to advanced queuing
started message submission to advanced queue
message submitted to categorized and queued for routing
message queued for local delivery
message delivered locally to user@domain.com

This just started happening last week.  I have stopped the IMF and our spam filter is external to our environment so am not sure how to stop this from happening.  However, the messages are not in the badmail or archive.

Check your Intelligent Message Filtering settings.

Under my smtp connector I have removed the check for apply intelligent message filter and apply recipient filter is the only boxed that is checked.  Under Internet message formats ...intelligent message filtering I have the settings set to 7, no action and 5.  So should exchange even be using the imf to block anything.  That is my goal to not have exchange block anything.

Did you restart SMTP Server Service after making the change? If not then filtering will still occur.

It appears now the postmaster is sending out messages that almost everything is blocked so I am going to reactivate the imf to see if I can at least get it to stop denying mail.
