I am trying to track some activity on the exchange server and who logs in etc... Can you guide me where are the Exchange Server Logs? Are they in the Event Viewer of the Server 2003 its installed on?
Its Exchange Server 2007
Mainly I am looking for if there is any where where it logs If "full access permission of a mailbox is changed? Like I give access to a user to access another users mailbox.

Why don't you run cmdlets in exchange shell to find out who has what permission?

Audit logging is not enabled by default, and turning it on is complicated before SP2, using the command line. It is not something that can be done by accident.
If audit logging is enabled then you will have entries in the event viewer from Exchange.
This is how it is done from the domain point view:
