Limiting Outlook 2003 MAPI to a single session

I'm trying to restrict a number of users (not all of them) so they can have only a single outlook (2003) connection to the exchange (2003) server. Outlook is in MAPI mode.
I'm sure I can do this for all users (although I can't remember where to set this)
