I had two DC's both configured for DNS - one primary and one secondary.
The secondary DNS DC is dying so I have built up a new DC configured as a DNS and added it to the named server list.
Opening up DNS on the new DC shows it has replicated DNS from the primary DNS.
I now need to configure this new DNS as secondary and remove the old DNS.
Can anyone help? - 500 points as I need this done today!

Your secondary DNS setting in the IP stack has nothing to do with promoting a DNS server. You ned to change it in the TCP/IP settings of the computer if you are using manual addressing on the machine and if you are using DHCP, you need to go into the DHCP administration snapin and change the scope options to reflect the new dns server.
Right both DC's that I want to use for DNS are ADI so in theory if one falls over then the other 'primary' should take over...
What I'm concerned about is that the old DC which is configured as Secondary DNS might try to take over DNS services once the initial primary fails?
The Secondary DNS DC that the clients are showing is dying and DNS is not working properly on this server.
Ideally I need to remove / modify the secondary DNS ... the DHCP scope is correct and showing the new DNS.
There is no such thing as Secondary DNS, you have two ADI DNS servers - they are both primary there is no secondary.
You need to make sure that each DC/DNS server points to ITSELF as its own PREFERRED DNS server and to the other as the ALTERNATE DNS server by midifying the DNS server settings on the TCP/IP Properties.
For DHCP clients you need to midify the DHCP scope option for DNS servers (Option 6), to list the server that you want to be the PREFERRED DNS server first, and the ALTERNATE DNS server next.

is this not what tou want to happen ?
If the preferred DNS server cannot be contacted then clients will use the alternate - thats the way its designed to work.

DNS is already configured as you suggest.
Ideally I'd like to update what the clients are showing in their IP configuration under secondary DNS server but its not a major problem as testing shows I now have two primary DNS.
Make sure your DNS scope options shot the 2 servers that you want to use and delete the server that you are taking offline. As client computers reboot, they should refresh their dns server settings. I have seen DHCP options not refresh after reboots. If this happens, run an ipconfig /release and a ipconfig /renew on the client to force it to give up the TCP/IP settings and grab a fresh config from the DHCP server.

Are you not using AD Integrated DNS (if not why not) ?
If you are using AD Integrated DNS then there is no "secondary", both are AD integrated and in effect both are primary)
Are you planing to remove the DC, or just remove DNS from the DC - you have not made this clear
