Our company provides hosted Exchange mailboxes for different clients. We've set up the environment following the configuration in the following articles:

However, whenever a user from any company looks at their Global Address List, they see all users from all companies. We need to figure out why address lists are not being isolated.
We are in a single domain environment with a single Exchange 2003 with Service Pack 2 running on Windows Server 2003 R2 with SP2.

It doesn't do the address segregation out of the box, but the procedure to do so is fully supported by Microsoft.

The fact that it has failed after 5 years doesn't surprise me. One of the reason it is no longer supported is because it breaks very easily.

Depends if you want to be supported on not.
Address List segregation is no longer supported on Exchange 2003 due to its very high failure rate.
If you are providing hosted Exchange you must be on an SPLA (if not then you are actually not licenced correctly). If you are on SPLA then you can use the latest version of Exchange, so move to Exchange 2007 and then use the Microsoft guides for address list segregation.
