I'm sorry... let me clarify. This solution has been in place now for about 5 years. However, I we are no longer achieving address list isolation.
We are in the process of migrating to Exchange 2007. Are you saying that the tools in 2007 are better for managing this sort of thing?

Depends if you want to be supported on not.
Address List segregation is no longer supported on Exchange 2003 due to its very high failure rate.
If you are providing hosted Exchange you must be on an SPLA (if not then you are actually not licenced correctly). If you are on SPLA then you can use the latest version of Exchange, so move to Exchange 2007 and then use the Microsoft guides for address list segregation.
