Exchange 2000 OWA message url issue

We are currently running Exchange 2000 and OWA.  We are having an issue with messages that contain characters such as a percent sign in the subject of the message.  such as subject: "here is 50% complete".  When the url is generated in OWA, we get a "page cannot be found error".  IIS is generating "https://server address/.../inbox/here%20is%2050%25%20complete.EML?Cmd=open"

The issue is clearly caused by the use of the % in the subject, but I'm not sure how to configure IIS, Exchange, etc to fix the issue.

as far as i remember it had something to do with URLScan but it has been a LONG time I haven't worked with exchange 2000 what windows and IIS version are your running ?

I bet you have the same issue with the & sign right ?

Yep.  That was it.  Had to take % and & out of the deny section of urlscan.ini
