Exchange BCC emails for no reason

There is a weird problem which started to occur 2 days ago. For some unknown reason when User A send an email to some people they get BCC to User B. I checked everything. I am not sure what is going on.

Is this only happening for User A?
Is there any rules in User A outlook which may cause this?

what version of exchange? did someone setup a transport rule on the server (2007)?

1. I checked the user rules - he doesn't have any.
2. Exchange 2003
