iPhone won't Sync with Exchange 2007 running on Server 2008

We recently migrated a customer from Exchange 2003 running on Server 2003  to Exchange 2007 running on Server 2008.
I have purchased and installed a valid UCC SSL Certificate from Entrust and installed it all through the Exchange cmdlet's.

We have 2 iPhones assigned to VIP's that both worked with 2003.
One of these phones continues to work with Exchange 2007, however, the other one does not.
I have attempted many times from different iPhones to syncronize this VIP's exchange 2007 mailbox with his iPhone.
I have even setup a test account to try and this one is doing the same thing as the VIP's. Allows me to setup the account on the iPhone, then never actually pulls down or sends any email.

The users are enabled for activesync, I do not get any event log errors pertaining to mobile devices and I can't find any differences in the 2 users permissions.

I've attached the screenshot of the error I receive when I run testexchangeconnectivity.com
It's odd to me that it fails on the "Http Authentication Method", I have this set to Basic for ActiveSync and have verified that it is correct in IIS

I've also attached the results for the "get-activesyncstatistics" cmdlet.
It's odd, but the "SyncTimes" are off. The Exchange 2007 server's time is correct, the phones time is correct, but the sync times for both users are off in these results.
But in the screenshot you can see the difference between the VIP that is working and the one that is not. I get the same bad results with the test account when trying to use it instead.

Any help would be greatly appreciated. We've been battling this for 2 days now.
