Thanks for the comments everybody! I ended up burning a Microsoft case to get it done.
Here's what worked...
Turn's out when you do an "HTTP Redirect" or change the SSL Settings on the default site, (like if you want to redirect the "mail.domain.com" to the /owa directory or redirect http to https as I was trying to do) the virtual directories inherit these settings by default.
We had to go through and re-do the SSL and HTTP Redirect settings on all the virtual directories.
IIS7 is new to me and this was a hard lesson learned.
They could not however give me a reason why UserA still worked through and after the migration to 2007, as with those settings, no one should have been able to work. Which is what really threw me off the trail.

from testexchangeconnectivity's result shows that the authentication method on Microsoft-Server-ActiveSyn c is not set correctly ,make sure you have only Basic Authentication selected on the virtual directory.
.com/Micro soft-Serve r-ActiveSy nc and you should get http:501/505.
