Create a Domain wide Outlook Signature

I support a Win 2003 network with Exchange 2003. All users have Outlook 2003 installed on their PC's. All mailboxes are in exhcange on the server. Some users have their own signature file they use in outlook. How do I create a 2nd signature file containing a corporate confidentiality notice that displays in their email and under their primary signature if they are using one?
