I would say go to 2010 after SP1 is released for it. Exchange 2007 was pretty bad before SP1 came out. You'll also want to spend time figuring out if your current backup /antivirus /etc vendor has full support of 2010.

Having used both 2007 and 2010 there are a few features worth waiting for, integrated archiving for example also the 2010 OWA is a nice upgrade. The Control Panel is also a nice new feature.
Looking at the timescales you are looking at 2010 is the beat bet.
You also have the advantage of being able to install on Windows 2008 R2 which you don't have with 2007 as it's not supported.
i agree with demazter and also add that most organization stick with a version of exchange for an extended period of time
that said, you wouldn't want to migrate to 2007 which is already at sp2 (what was the last sp for 2003)
the new features included in 2010 are worth it especially the new database availability groups
