Go to Tools>Send Receive>Send Receive Settings
Make Sure Disable Scheduled Send Receive is not selected.
Then go to Tools>Send Receive>Send Receive Settings>Define Send Receive Groups
How many group names do you have listed.
Check the Details of the groups by selecting them and choosing EDIT
Make Sure you have Send mail Items and Receive Mail Items Checked under Account Options.

This might sound like a simple answer, but I've seen this problem many times and often it's caused by Outlook being in Offline mode.
To fix the problem, click the arrow to the right of Offline in the bottom right and uncheck the Work Offline option.
