You likely need to slipstream USB controller drivers into your XP CD. When in BIOS, the USB is functioning in a sort of compatibility mode. This is managed by the BIOS and goes away when you get to the later stages of the windows install.
nLite is an amazing tool for building custom install cds, they really make it quite easy:
