Exchange 2007 + Outlook 2007 company contacts and address book

Hi,

We have an Exchange 2007 system, with all users running outlook 2007.  What we require is a central contacts database that all users can add/remove contacts.  As well as create distribution lists , add contacts and remove them from the distribution list. Also, when using outlook anywhere from how the contacts need to be available.

I have thought about public folders or using the GAL.

Could someone please advise me.
