Exchange 2007 Enable Certificate

I'm trying to enable the internal machine certificate for use with Exchange - I've tried using the shell script and PowerGui - but it's always the same result (note this worked before a reboot)

"insufficient rights to grant network service access to the certificate"

OS - Windows Server 2008
Exchange 2007  v8.1.240.6
