I am trying to figure out the public IP address of the sender from this email header. The only one I can seem to find is a private IP (10.140.143.2), but surely this email arrived from a public-facing IP somewhere. I have changed email addresses.

i don't think Google discloses this in their headers.
i've compared your header with emails that i've received from Google themselves as well as other gmail customers, and in each case - if it comes from a gmail.com account, the public IP isn't disclosed. there have been a number of court cases where Google has disclosed originating IP information, though.
the anonymity with Google might or might not hold up if someone were to request the full email history through legal channels - civil or criminal. if this is a civil matter, you want to have an attorney get a subpoena for the records and contact legal-support@google.com to begin the process.
as an aside - Yahoo does disclose the originating external IP in the header.
