In SBS 2008 - this is managed by User Roles (SBS Console / Users and Groups / User Roles)
In the user roles, you can modify the standard Mailbox size for all users with the User Role, but creating a custom user role is a much better solution.

You can change this limit in multiple places in the Windows SBS Console. If you want to
change the mailbox limit for a single user, simply open the user accounts properties page, and in the E-Mail tab, specify the maximum mailbox size for that user.
