Question

Should a .pst file created offline in Outlook 2003 and EXMERGE(d) into Exchange Server 2003, trigger the OUTBOX email to be delivered?

An email is created in Outlook 2003 (offline mode) and "Sent", which causes the email to move to the Outbox folder.  When I create a .pst file (Outlook 2003 - 97-2002 Ansi format) and EXMERGE the .pst file into Exchange Server 2003, the email does not route (get delivered).
Should the EXMERGE (import) of this Outbox email cause (trigger) this email to be delivered?
If yes, what's potentially wrong?

The mail should be automatically sent. It will fail if the "From" address does not match the account on the new mailbox that the .PST has been imported into.

The "From" address does match the account on the ne mailbox, but the outbox email is still not routing (being deleivered).

No, the email has no attachments and is only 1 sentence long.  Just a test email.

No, after I create the .pst file in offline mode, I delete the email in Outlook 2003.  When I connect Outlook 2003 to online mode (Exchange 2003), the Outbox email does not show in the Outbox in Outlook 2003.

I can send a test message from Outlook 2003 through Exchange 2003 while connected (online mode)
without any problems.

Have you imported the outbox items into the onlibe exchange mailbox? Are you still using the offline version?

I imported the outbox items into the users mailbox (name), which is the same as the .pst file name.

Can the email be retyped? Are you just testing this idea?
What are you trying to achieve?
Can they just copy the text into a new email?

We have some offsite desktop PC's that need to get and receive their email without any TCP/IP.
We will be adding IP to these sites, but as an interum solution, they need to get/receive their email by copying .pst files to/from Exchange 2003.

They dont have any dial up access or anything like that?
If the outbox is not working well get them to save the emails as drafts and then send them when you have connectivity available.

They have dial up access and will be sending/receiving their email only 1 time per day (overnight).

if you set the account to download headers only they could download email more often as there would not be too much data to download. So what happens if they create a new email and send it and then connect via dial up a bit later?
Can they send the message then?

These sites that have dialup, currently utilze another product that works between Outlook and Exchange to provide the messaging capability.  These sites are going to loose this third party product
and will only have dialup until gaining IP later.  I did not test the dialup without IP yet.  I started with the
test of importing an offline .pst into exchange 2003.  They will only connect 1 time per day because of other business issues/requirements.  I'm sorry but I will have to go offline for now, but I will review your (any) responses tomorrow morning.

Well there is no reason they should not be able to send and recieve mail via dial up, so long as their accounts are configured to use POP3 and the POP3 services are enabled on the server.

Don't think so. It does the following:
