Exchange 2007 NDR to recipient
My CEO wants to be notified whenever someone sends him an email and the server rejects it for any reason. How can I configure my Exchange 2007 to send him an NDR whenever the senders email gets rejected?

Are their 3rd parties that will allow me to do it with much less configuration that your workaround?

The thinking is this:
My CEO was expecting a very important email that never arrived and he would like to be notified if the mail was rejected by us. I agree and understand everything you stated. In fact, most of what you stated was originally sent to my CEO in an email. But he wanted me to find out anyways.
I'm going to award points to you for trying to help me when I was tasked with an impossible request. Thank you for the help and I 'm am going top tell him, again, that is's not possible.

You might be able to turn up exchange diagnostics to repor on all SMPT rejections and NDRs and then create an event log event whenever an Exchnage event takes place, then this event will be a script to review the text of the event and if it has the CEO's name in, send an email with the details.
You can send all NDR's to the CEO, but I'm sure that won't make you very popular.
