Exchange 2007 1022 errors

I am receivin the following errors in exchange log:

I noticed that the users mailbox qouta was exceeded and exchange disable sending and receiving to these accounts.
Any idea why this is genertaed and how to stop generating such critical errors?

Correct they are showing as disabled although their AD accounts are enabled, is it possible that since they exceed the qouta limit, exchange 2007 disable them automatically? and why they are not showing in exchange disconnected mailboxes in EMC?
