Can anyone recommend a free utility that can convert Exchange 2003/2010 EDB to a PST? I need to recover a users mailbox and export it to a pst.

There are no free utilities to do this and the ones that are available range from a few hundred dollars to lots more.

Kernel EDB is the one I use:

There are some online services that offer recovery for you too.

Do you not have an Exchange server you can mount the .EDB file on in a Recovery Storage Group?

How big is the EDB? What version of exchange is the EDB?

Exchange 2010 can clean up a damaged EDB, then you can mount it offline and dump PST via powershell.
microsoft proveds a tool called exmerge to move mailbox to PST.
here is the article:

http://www.microsoft.com/download/en/details.aspx?id=2743
For free options, Microsoft provides the Recovery Storage Group (RSG) http://support.microsoft.com/kb/824126 for Exchange 2003 - 2007 and the Recovery Database for Exchange 2010 http://technet.microsoft.com/en-us/library/dd876954.aspx however there are rules and limitations with these options.

ExMerge will only work against a database that is mounted in a production server or RSG and is really only supported up to Exchange 2003 although you can hack it to work on 2007.  Also ExMerge only supports the ANSI PST format which has a hard limit of 2GB PST files and starts to degrade at about 1.8GB so while its free its not a very good choice IMO unless all the mailboxes are small, however you can filter your exports by date to keep under the 2GB limit if desired

As the others have pointed out there are several 3rd party options available that very in price, capability, accuracy/completeness and feature set. Best thing to do is to do a Google search for something like "Export Exchange EDB Mailboxes to PST" and you will see several options that you can obtain test/demo licenses for so that you can review, analyze and decide whats best for you

Did you ever use the single mailbox restore from http://www.clickzones.net/? When I go to their parent  website http://www.systoolsgroup.com/email-recovery.html I do not see the option. I can't call them either.
Worked to restore one mailbox.
