I've seen this before and found it was an update somewhere outside of SP3 causing the problem. I ran updates (not exchange SP3) and made sure they were all installed fine restarted then ran exchange SP3 and it worked. Hope this helps.

I am trying to upgrade a SBS2008 with SP3 for Exchange 2007 but it keeps failing saying <br />

I have restarted seberal times now but keep getting this error!
