Outlook 2010 Autocomplete
Consider the following scenario:
Client computer running Windows 7 Pro (64 bit). Outlook 2010 (32bit) in an Exchange 2010 environment.
Outlook for this user will not remember auto-complete entries after restarting Outlook.
I've tried recreating his profile, uninstall/reinstalling Office, and even another computer - which indicates to me that this is a server/Exchange issue.
I've tried the suggestions found here: ice.microsoft.com/en-us/ou
We've also done the "Empty auto-complete list" button in Outlook.
I couldn't say when this started happening exactly, but all users in Exchange are setup the same way and we haven't changed anything there. Everyone is working fine as far as I am aware.

Run windows update on client machine and install all patches related to Office and then test again.

all available patches have been installed (with the sole exceptions of IE10, security essentials, and the Bing toolbar)

I should also note that other users' autocomplete do work on both test machines
In outlook 2010, it is stored at mailbox or datafile level. You do the mailbox move and check again. Or run mailbox repair request for this use.

Your solution doesn't seem to work using the autocomplete functionality, instead it relies on the "Check Names" functionality for users within the GAL/user's address book.

I will almost guarantee you will see the issue recur because the new Auto-Complete list was designed to clear out after closing Outlook 2010, requiring you to use Check Names to query the 'Suggested Contacts' list, at least the first time per Logon session. Using the 'Check Names' is the way Outlook builds a temporary Auto-Complete list for that session. After that, during the same session, Auto-Complete will function the way you are accustomed to in Outlook 2007. One of the reasons Microsoft made this change is to keep old names from appearing and staying there forever.
Since/if your Auto-Complete list is re-populating after re-launching without using Check Names, then that is a problem in itself because Outlook 2010 is not designed to work that way anymore, even though it sometimes does for the following reason. If you had originally 'upgraded' from Office 2007 to 2010 or uninstalled 2007 -> installed 2010, there are registry settings remaining from Office 2007 that are making the Auto-Complete work as you have stated, when it should not. You will have a problem with it in the future because your Outlook 2010 is accessing your Outlook 2007 .NK2 file, which was removed entirely from Outlook 2010. I have confirmed all of this in my production environment which explains my confidence in my answer to you.

We did not upgrade from 2007, this is a clean 2010 install - so no .nk2 file involved.
If I address an email to bob@hisdomain.com (an address neither in the GAL or my address book), Outlook normally retains that email address in auto-complete. I would not click on 'Check Name' as there is no reason to/it wouldn't find anything.
