Exchange Retention Policy - licensing

I believe it will require an enterprise cal. What you can do is test by fallowing this artical and applying the policy to a test user and collect your org health info and that will tell you if you have an enterprise cal in use or not.

here is how to collect the info (you may want to run it once before if you don't run it often)

OK have setup, and collected the info, which does now report
TotalCALMailboxes,32,False',
EnterpriseCALs,1,False',
StandardCALs,32,False',

So this looks like an enterprise cal is required

But still confused, as from the following

Seems to imply that "Default" retention policies are permitted with a standard CAL.
so what part of the article is using the Enterprice CAL ?

default retention policies are what is applied to the database, so all users in that database so it applies to the users in the database. Enterprise cals are used when you apply a policy to a single user. so when you go and edit the user's mailbox and give him/her a retention policy that require an enterprise cal. so in your first article when it is creating the retention policy tags and applying it to the individual users, that is considered an enterprise cal.

So, is it possible to effectively have a "move to archive after 2 years" that is applied to all users ( and is set only by the adminstrator to everything ) so that it complies with standard CAL requirements ?
