how to pass along email content using auto-rule?

Hello...
Our Exchange server has rules to disable forwarding and relaying of email.  
They also have blocked webmail.
So there's no way to get to email unless you are "on the network", as it were.

However, I have a critical need to be able to respond to a particular manager when they email me.  Looking at Outlook rules, I noticed there are a couple other options in there for example...

-When a new email arrives from manager X, run a program...
also
-When a new email arrives from manager X, run a script...

So I can at a very basic level write a .cmd file or script file to open internet explorer calling a URL on my personal site on the internet that has a script that emails me that manager X has sent me a message.

HOWEVER, is there a way to write a script or .cmd file that actually sends me the contents of the message?  Perhaps the script will login to my inbox, grab the most recent message from Manager X, then issue a post/get to my web server wtih the contents of the message.

Is this doable?  Is there any guidance on how to do it?  The trick for me is "getting the script to login to my inbox, and grab the contents of the most recent message from manager X"...I can handle the posting to my web server on the internet, and the script on my web server that subsequently emails my iphone.
