I'm pretty sure that's supposed to work IF the admin ID being used for migration has manager access to the user NSF

I suggest that you give the support for Binary Tree a call and ask for a solution. (You're already pay for the support...)
This is a really common problem when migrating from one email system to another and the Binary Tree support might already have a sollution for your problem.
