How to delete nsf file in the Lotus Domino Server?

experts,

I log in the Lotus Domino Server(Windows 2003).   \Notes\data\mail directory and I try to delete some users' nsf files. I cannot delete, and I get an error message, "It' being use by another person or program."  These people have left our office. I have a domain admin right. Could you help me to solve this problem?
