Recovering deleted mails

Hi,
We need to recover some important mails of a user in Lotus Domino.The user has deleted the mails both from the server copy as well as the local copy.
There is no backup available, is there any way to recover those mails.

Along with that can anyone let me know if we can restrict the Lotus Notes users to access the "Server Copy" of the mails, so that even if they delete it from the local copy a copy will be available in the server side, which we can easily restore.
