I hope that I understood this question in the correct way but if you want to limit the number of either the recipients or the senders the easiest way is to create a Rule for this and set who ever you want , do what ever you want and exclude who ever you want .
It can be set in the " Configuration Document " on the Hub Administration server and please remember to run the following command on the " Server Console" after you make any changes on the rules
The command is " set rules"
The only thing I can suggest over here
1- create rules for inbound emails for these users .
2- create either hidden groups or try it for hidden users .
in the following links do the following
Click Lotus Domino
Click V8.0
Click Administration
Click and play the following :How to hide groups in Lotus Domino from unauthorized users

In fact, I havent tried this with the LN 6.5 so I recommend you to upgrade it to LN8 or LN8.5

It will require changes to the mail template for the users with restriction.
A new mail template should be created from the existing one, the changes made, and then change he templates of the users involved to the new one.
I hope this helps !
