IP Block Listed

I have an ADSL internet connection. It gives Dynamic IP. Now i am facing two problems.

i) The moment my dynamic IP changed, the mail sending from MDaemon bouncing back with error message saying that your IP is blocklisted in spamhaus.org. Then i go to spamhaus.org, and remove the IP. But it takes 2-3 hours to remove completely. It works fine till the time ISP changes my dynamic IP. What is the permanent solution for this issue?

ii) When we send an email, it bounces back immediately with the following error. When we resend it, it reaches the receipient. This problem occurs once per 100 mails.
