This scenario sometimes signifies the recipient has Greylisting enabled, but the return handshake message should generally tell you this. It is possible that the recipient's mail server is setup in a way that emulates this, but doesn't inform the sender properly.
Another possibility - which would be ascertained by inspecting the logs, is that you are being routed via a different MX record, and that one of them is configured wrongly.

Get a fixed IP address. You could subscribe to a Dynamic DNS service to get a pseudo-static IP, but this is not a satisfactory solution.
