Im trying to find out why email sent by phplist are traite like spam in hotmail.
You can find attached a copy of the email header details.

The message id looks okay, but the domain name as reported from your server does not, as it now only reports mailings and not the fully qualified domain name mailings.uicc.org. You might wanna undo what you changed.
However, please try adding a proper Reply-To address to the headers and ensure the Reply-To address and From address are both valid and available.
You also might want to put UICC Mailing in quotes in your From address

I have check on :
hostname
/etc/main.cf
myorigin = /etc/mailname
The hostname being displayed in the message ID does not matter, it's still the same domain. The message ID does not have to follow any standard except to be unique worldwide, so most emailers use a combination of timestamp and the domain. See RFC2392 for more info: http://www.ietf.org/rfc/rf
The quotes around the first part of the From aren't strictly necessary in this case, but they will be if you change your from name and include special characters.
I still don't see a Reply-To field in your headers.
Is noreply@uicc.org a valid email address and setup properly to receive email?
I found a bug report for phplist which seems to indicate that the x-* headers are increasing the spam rating. http://mantis.phplist.com/
And last but not least, depending on how many email addresses are on your list, it's possible that hotmail blocked you due to sending too many emails in a short time, or hotmail considers the email spam due to the content of the mail and not due to the header info.

send the mails from a valid domain name. the from email domain and the domain name should be same.

if your website is example.com then mail should be like newsletter@example.com
