Any reason you aren't on Exchange 2003 SP2? I would strongly advise it as there were some changes to the Public Folder replication setup that make it worth while.
With Exchange 2003 you can force the data to go across, but you need to ensure that there is nothing blocking the traffic. A smart host on the SMTP virtual server is the common cause, along with AV software quarantining or blocking the SMTP traffic.

have you message tracking turned on?this will give you more info
public folder replication can take a while
also make sure you have no smart host set up on the ex servers smtp vs advanced delivery tab
