Archiving 2003 Exchange

Good Morning,

My 2nd question of the day is about auto archiving from Exchange 2003. I am looking for the best solution that will allow me to archive emails, and still allow users to be able to retrieve those using OWA. Right now we have a cap on mailboxes and alot are using PST files, the problem is when they travel and use OWA, they cant get email out of the PST file.
