Attachment limit in exchange

I have been testing attachment sizes on our exchange server. I set the global setting to 5 mb and then the user restriction to 10mb and i was not able to send the file.  Does the gobal setting in ESM take precendence over the user setting in AD under exchange general.  How long after making changes on the server should the changes be in affect for the user.  Start Free Trial
