For the redirect to work correctly, both the old and the new server must be live when the clients connect for the first time. Outlook basically connects to the old server and is told by the domain to look to the other server. Once all the clients have updated then you can remove the old server using the correct process. As you haven't provided any version information I cannot point you to the relevant KB article.

You dont need to if you are still using your old Exchange server as well. Exchange will redirect the client to the correct information store automatically. The settings in Outlook will probably remain the same but all it does is query it when Outlook is first opened and it then finds out where its information store resides and communicates directly after that.
