they have researched many ISPs and state that they all filter spam on the server side
they feel they want to set up their own mail server because then they can see what happens when they do not filter anything

My gut reaction was "sendmail on linux", but if she has a thinkpad with XP laying around, try JAMES, it's a java based MTA and will run on any operating system with a java runtime environment installed.

I'm sure there isn't much if any spam protection configured by default, but you'll/she'll have to look into the config.

Postfix defaults to no filtering, but filters can be added later on
