The rpcdiag switch was very helpful in diagnosing my issue with Outlook. What actually fixed the issue was adding to the Hosts file (x:\windows\system32\drive
xxx.xxx.xxx.xxx ServerName.domain.local
Where the first section is the exchange ip address and the second the FQDN for it. Note: you must open the Hosts file by running notepad as an administrator.
