Here is how I did what I think you want to do:
Create a user account representing the "Office". Create a sub-calendar called "Schedule". Publish the calendar and have users import it into their own GW accounts by sending them an email.
You have to setup Calendar Publishing...something new with GroupWise 8. It is pretty easy to setup and add to your existing GW 8 system. You install the additional code into Apache or IIS (Linux, NetWare or Windows). Indicate the Calendar Publishing Host in ConsoleOne and then enable Calendar Publishing on the Post Office.
Restart the GW client and if everything is done, you'll be able to Publish the calendar created above. It will auto-create an email with two or three links in it. Address it to everyone in the office you want to have the calendar.
Now people will start sending iCal items, or other to the "Office" user (office@company.com). Someone will need to be able to proxy into the account to accept or decline items (unless you set up automatic rules to do either for you). As items are added or deleted from the published calendar, all of the users who received the published calendar will see updates.
