Exchange 2007 to 2013 migration. Send receive fail

I'm in trying to migrate from Exchange 2007(2007 Server) to 2013 (2012 R2 Server). Two different servers. I have changed the old server to legacy.domain.com and the new server is mail.domain.com. Both have their own external fixed ip addresses.
I have not migrated the mailboxes yet for the obvious reason that all is not well with my setup.
All old emails from exchange 2007 work as they should. Any email users created in Exchange 2013 will not send or receive. Emails just disappear nothing in any queues.
I can go to mail.domain.com/owa and if I enter a New user it logs in. If I enter an old user it changes me automatically to legacy.domain.com and logs me in.
I have tried added the external ip address for mail.domain.com to my mcaffee spam filter but it says connectivity test failed for the following smpt host: ip address: host accepted a connection but failed to return an smtp banner within 30 seconds.
When I try to telnet into mail.domain.com 25 the screen goes blank and as soon as I hit any key it returns me to the command prompt.
Telnet to legacy.domain.com works fine.
I have the sonicwall pointing the external ip of mail.domain.com with port 25 pointing to the new server. If I point it to the old server all is well but ,well, that's no good.
Any and all help would be greatly appreciated.

Thank you for the response. I had already gone through your second link before posting the question.

I have not tried to move the mailboxes yet so I am confused as to why you think arbitration mailboxes are the cause of my problems? Don't get me wrong I appreciate you've taking the time to answer.
Ok I disabled all the arbitration mail boxes and then uninstalled Exchange 2013.

I then installed Exchange 2013 again.
This time around the server is being a bit more cooperative. The only thing that is not working now is receiving mail from external sources to a 2013 mailbox user. I can send from one. 2007 Users work fine.
When a email is sent to a 2013 User it is hard bounced back with error:
username@domain.com>: 553 Invalid recipient
username@domain.com(mode: normal)

This happens when replying to a user or creating a new mail to the user.

I cannot move the 2007 mailboxes over till this is working.

Anyone have any ideas?

Unstalling and then reinstalling solved the first problem.
Editing the mail gateway to accept the new user solved the second problem.
