Google apps advanced email features

Hi, I'm pretty familiar with the Google Apps suite, what I don't know however is if there is the option for an administrator to get access to a users' mailbox and retrieve specific email messages.

Also, is there an option to set an automatic BCC for a specific user so that when they email out, a copy is bcc'd to a specific address?
