Qmail - Copy outbound email for retention policy?

I need to implement an email retention policy for our organization.

I'm having trouble figuring out how to archive outbound email, preferably by user name.

Using RHEL 4 and Qmail (qmail-smtp) (IMAP) the clients are Outlook but I refuse to place the solution client side.
