Relaying Question

Someone outside tried to email one of our employees, and the outside person got this response:

Now, what am I trying to determine is WHO'S email server created that text??  That doesn't look like anything on my end.  Furthermore, this is just person A outside sending to person B at my domain, there is no relaying (that I can see) being attempted.  And the last sentence about 'all other recpients' makes me wonder.

Anyway, if you've ever seen such a message, I would like to know if this is sendmail, and where does my RHEL Sendmail 8.13 server store those sorts of 550 comments?
